    draw something, apply a gradient
(in photoshop: effects > gradient overlay)
    then a drop shadow (distance : 0)

you can't mimic it in paint
but you can in paint.NET and the gimp

    In photoshop?

If so there are two ways (one with more control and one with less but simpler)

    1. Less control/simpler to do
Just have a drawing or picture that you want to have the effect by itself in a layer (has to be seperate from the background you don't want to have the effect).
then double click the layer -> choose "gradient overlay".

    2. More control/bit more complex
Just have a drawing or picture that you want to have the effect by itself in a layer (has to be seperate from the background you don't want to have the effect). Make a second layer with a gradient or another image.
Then selecting the gradient layer -> right click "Create Clipping Mask".

EDIT: Robots beated me too it D:

In photoshop, you can pick and choose any colors to use in a gradient. So downloading them (I assume you /can/) is rather pointless. All you need to know is what colors you wish to use.
