Do you not need to participate in the festival at some point to collect the neggs for the NC event?
Would that not mean that you have to collect NP items from the festival which can be sold at a later date, which would be against the rules and exploiting an event?

The tinker kits can be activated without the Neggs. That was the initial confusion but the Neggs are "simply collectible items for fun" according to Jade.
