You do have to play a melody on the userbar itself to unlock it. It has been previously stated that there is a specific melody that unlocks it, and that changes regularly. I want to say every week/couple weeks. So you need to search around for it. The best way to play the userbar is to zoom in on your browser as far as you can while still being able to see the whole userbar!

Seconding this, I zoomed in like 400% when I got mine. If you look closely you can see the notes that are being played, so you can try to use your eyes as well as your ears. I actually brought out my real keyboard to play the tunes irl when I was trying for the UB.

I'm gonna be That Idiot and say that even zooming in as far as you can in-browser isn't enough for someone as blind as me. Would it maybe be possible in the future for Bat to add a fullscreen option similar to the Ryus to that bar in particular? Just to give those of us with craptastic eyes a chance. xD

Thank you guys for all the advice! I'm gonna try playing some folks tunes and hope for the best lol.
Is it just one specific person who will have the tune or randomly among people with the bar active? Do we know?

Regarding the melodic userbar, here's an explanation I gave to Strat a couple of days ago:

The unlocking mechanics for the melodic userbar can get kinda complicated to explain. But there was a whole thread about it so you can look there:

Basically, one user that have their melodic bar set is the "chosen one" and if you play their melody on their bar correctly, you'd get it. You can't tell which user is that though, and it changes every certain amount of time

After you unlock the userbar, you can use your keyboard to record a melody. Now that I think about it, it is pretty unfair regarding to unlocking...
