Pretty questionable. I had a friend (she was also a cheater, which makes this all so entertaining) who would purposely go around befriending suspicious users on the PC to get close to them and win their UFA pets over... and then report them shortly after.

I hate PC but I think this was puuuretty justified.

Never had any problems just transferring UCs over, I don't know why they feel like a fake adoption process is necessary for this
