I think most people would be hesitant to sell one due to premium accounts usually only being on personal mains or well-built alts, and if you were to go through the trouble of getting it for a shell you don't mind losing, it starts to get expensive. Some people might be willing to sell to trusted members or friends, but in general I don't think most people would sell perks.

Not a premium member so I’m not sure what it means to use a premium perk on a pet. Does that mean something along the lines of painting a pet or something?

Yeah, as of a couple years ago, premium members have a free species changes once a year, can be any except for Draik/Krawk, but if the chosen species isn't available in the current color of the pet, you can also choose a new color, too. This includes FFQ/lab-exclusives, so pretty much is all fair game.

it is a once a year thing that you can change your neopet's species. if destination species does not exist in the colour of your current pet, you can also select the new colour of the pet. People can create lab-exclusive colours with it eg burlap, sponge, ice, robots, mspp that they can't achieve with ffq. Only exception is you cannot create a draik/krawk - so burlap/robot draiks and krawks are 100% lab only.
