Simply put, I don't think you are allowed to profit off them. By taking their digital item at $11 you are allowing someone to essentially resell their item at a higher price to make profit. So I'm sure there is something against the rules there.
Now, if you were visiting another country and happened to buy some there for your own use, that would be a different story. I'm not a lawyer in any way... but I believe my economics classes pretty much said exchange rate manipulation is illegal in almost all cases. (of course again that's generally a much larger scale than us here). And don't get me wrong, I buy them here all the time, I just think its way too much of a risk on site and to be public about it!
