I'm not 100% sure on the government stuff, But they did this to me with a game tag facebook account - I ended up just closing the account. Sadly my in real family friend has multi facebook accounts with no ill intent but to post baby pictures and gets locked out her account asking them to give them an ID.
Its mostly from what I gather:
people with more than one fb, and different named facebook. There term around facebook gamers called "Facebook Jail." Basically yeah there going need there old account back.
Google is your friend I guess..

Wow i didn't realize this i have a few gamer accounts that i use and also see MANY others that seem to be getting along quite well with fake names, profiles, ect..

It all depends on who gets a stick up his/her's ass and reports you. Having an old account doesn't necessarily mean you'll be immune to the name change.
