I calculated the % chance of getting a SAP drop by attempting it on 10 accounts every day for the 30 days of December that it's been 1/1000, discounting the 1/100 on day 1.

10*30 = 300

After 300 chances at 1 in 1000, the chance of no SAP is 74.07%
After 300 encounters at 1 in 100, the chance of a SAP drop is 25.93%

Running 100 accounts every day for the 30 days would still only give you a 95.03% chance, to get to 99.99% chance of a drop you'd have to be checking on about 300 accounts every day for the month.

RNG is, unfortunately, a bitch!
