You could be. Usually whenever I was IP banned it would just sit and load forever and ever and ever. Did you do anything recently that could lead to you being IP banned?
I can't seem to go on the neopets site, I get "Webpage is unavailable" and "ERR_CONNECTION_TIMED_OUT" however when I use a proxy site to go to neopets it loads perfectly fine. Did I get IP banned?

I had sent in a few scores (and I mean few, like 3) at the start of the month that were under review but I got neomail from TNT saying they had been reviewed and accepted. Outside of that I've been playing pretty legit
if your accounts not frozen ur not ip-banned.
Try clearing your cache
@(you need an account to see links) You know you're IP banned when you can't create any new accounts. You can log into existing accounts, but they just get frozen. Sounds like another issue to me,
Cleared my cache, still no luck. I even tried using another browser :/ The website just won't load. I always thought in an IP ban the website loads but you can't register
