Going through a few unregs recently I can tell you that I could not recover some passwords via email no matter how much I tried, so maybe it is only certain usernames work.
Unless there's a trick to it then I'd like to know too

As long as you have enough verified info that the account belongs to you, yes. But, be prepared to wait 6 months for help.

Original owner may have got back into it or the person you bought it from screwed you over. But, if you know original email or have bought any NC whatsoever you have a good chance
