Yes after every reset. Just don't forget to open multiple tabs of the locations before clicking Topsi.

Thank you for the tip. I opened all the topsi location tabs and let them load before clicking on him and managed to complete the hide n seek portion. Yay for not having to remember to look for him every single day.
