If money isn't an issue, Bubbling Fungus will take you all the way to 750 strength for < 14 million NP. They average +1.8 strength each.
Assuming they were ~33k each (this is actually on the high side), they would also be the cheaper option at around 200 strength (33000/1.8 = 18.3k NP per +1 strength).

I heard somewhere at exactly level 250 you can train in both training schools at the same time, but you can’t go above or below level 250 exactly for it to work. Can anyone confirm?
Yep, you should be able to. But at that point 8 codestone/24 hour courses just aren't really worth it when you're paying 1 red/4 hours (less training cookie reduction) and racking up the stats very quickly.
+ you wouldn't be able to quest cookie if you're planning to do this - one level gain quest and you're booped up past 250
