i totally understand being confused about it, i was confused about it for a really long time.
now i personally give it whenever anyone does anything remotely useful to me - answers a question, gives me something i asked for, etc. meanwhile i use the "thanks" option for things i find funny, or relatable, or when i want to show someone support.
that is to say, "rep" is more akin to a "thanks" button, and the sites actual "thanks" button is more akin to a "like" function.
note that it's against the rules to ask for rep in any capacity, or even hint towards wanting it for something. i think that's why it's so mysterious. outside of the official guides on rank, i barely see any discussion on it.
ck's help section is the closest there is a place to "farm" rep, but again - don't ask for rep in return for anything you do, just be nice and try to help, and people will +rep you.

I think if someone use the kudo sign $ to indicate other peoples involvement, it is a pretty clear sign that if you think the post is useful. It should be get +rep
So also look out for those.
I also at a stage thought it is pretty impossible but if you just meaningfully contribute and maybe just help where you see someone is having a difficulty. YOu can get rep

I have tiger tail and it says in its description that it's rare, but I don't have the odds to back it up haha.

My guess would be that some are rarer than others. You see a lot of some and not so many of others. Then again that could also just be that people choose not to display them

In the permission group description, some of them have normal descriptions while the others have something like "wow you've got a rare one???" and those might be rarer. Idk how it is reflected in the unlocking mechanism, though.
The rares ones are: acai, ice cream sandwich, twister, tiger tail, watermelon, and dippin dots

I feel like I remember this information but had forgotten. Perhaps that's why these last few have been so difficult to unlock!
