Active in this context refers to account raiding so basically you're not allowed to hack other active users and sell their stuff (don't access an account unless it was last seen long long ago). If you have the items/pets on your own accounts that you want to sell that's perfectly fine but you should note if any pets have been on the pc before (to the best of your knowledge-some people prefer this, some don't).

The "Active" rule pretty much means anything stolen from an active player's account, which is a big no-no here and strictly not allowed.
Anything you own or that was taken from accounts where the original owner is definitely no longer active are fine, as long as the scenario meets all other rules. I get what you're saying that NC/pets on your account are technically "active" but that's not in the sense that the rule is there to prohibit.
