IANAL...is it legal to alter the value of a prepaid card after the fact? It seems weird that an NC card that a Brazilian consumer bought years ago from a legitimate retailer is now worth 40% of what it was advertised as at the point of purchase.

Looking at it it'd probably come down to the card itself

If the card says specifically how much Neocash you'd get then Neo would probably be in some trouble for altering the value.
But the Neocash cards I am seeing have a dollar amount, not a neocash amount. If that's the case then it'd be the same as Neo just changing their prices.

I REALLY do hope there is a legal reason they can't alter the value of NC Cards though.

Since they are considered prepaid cards TNT would potentially be in some shit if they were altering the value
However the NC cards I have seen for sale are a dollar amount and do not indicate how much Neocash would be awarded, so TNT wouldn't be altering the value if that is the case just changing the pricing on Neocash. This is something that sellers should look into and find out if their cards are just for a dollar value of if they specify how much neocash they are worth.
There were some cards previously that showed both a dollar and neocash value but thanks to TNT never updating shit I can't tell if those cards are off the market.
