No, it doesn't work like that or anyone with $5 could join, making everything we mentioned in the first post irrelevant.

You're free to ask any questions you have on the applicable board once it's made/bumped in the scripting section, but no, as Joe stated, you would not have access to the team board. That board requires an application to enter into, and based on your current status, the likelihood of acceptance is slim. Of course, there's always next year to apply!
