I'd say that most people's motivation for joining ck in the beginning is access to the scripts and programs that make playing neo easier. I know my motivation in the beginning was exactly that.
Through my quest of getting rep, I found myself staying on and contributing more because i enjoyed the community and the people here.
According to what Div said, just pay for VIP in the beginning for access, and then along the way, try to engage in the community. Before long you might find yourself a part of the community and not needing to pay for VIP any longer.
