I don’t see this as being a big deal except for the confusion it will cause. An UC that is 2 hours old is bound to make people take a second look. On top of that.. now you’ve just made it even easier for me to create a new pet with a sweet name, or pull in a young RW/RN pet and then it into an UC. With this replica policy, nobody would ever be the wiser either.

How do you think a majority of the UCs that are currently active on the site got there?
    What's my definition of success?
Creating something no one else can
Being brave enough to dream big
Grindin' when you're told to just quit
Giving more when you got nothin' left

Internal ticket queue systems (like TNT probably uses) will absolutely have a catalog. What Alice (probably) does is look at prior issues related to the account and go over notes from other members of her team. That's what she is explaining.

She's also explaining how she can't just arbitrarily unfreeze an account since her manager could ask "why did you do that?" and she wouldn't be able to point at anything to justify the decision. If the old "notes" were still around (I guess the shifting up of Neopets offices recently included an IT overhaul) she could potentially work something out... but they're gone. So she's only able to look at a single thing (freeze reason) in her ticket software.
