To be rewarded the Stamp, you have to link your Neopets.com account to the app, reach level 5, build the Festival Plaza, and participate in the in-app Altador Cup event. There may be a slight time delay in receiving the stamp on Neopets.com, but it seems to be rewarded once you have collected a Yooyuball capsule and view it in the Crabby HQ.
This Stamp will only be available 1 per account until June 30th, so get it while you can because the price will likely be hyperinflated once it is no longer available!
To get the avatar, you will have to have completed the Island Builders Altador Cup event, which means you had to have finished painting the Festival Plaza in Altadorian colors and received the Dacardia Hat to your linked account. To get the avatar:
Go into the App Store or Play Store and update Island Builders directly from there.
Open the app. Find Ariel and tap on her.
>> She may not be near your Plaza, depending on if you're in the middle of another quest. If she isn't, find her around your island.
Complete the small quest of talking to Ariel and receive a paint roller.
You should then receive the avatar in 5-10 minutes on your linked Neopets account.
