This is the first thing I checked and we definitely can't. What a shame.

c'mon TNT. Give us bows, (flower) crowns and hats we can layer over wigs. It'll make all these hat type items more useful. I know some people don't use wigs and like the actual hats, but those people can still keep using them without layering them over wigs.
