The White Lugia one, it was supposed to be easy to get, but I am at a complete loss as to how to get any of the Pokemon userbars, I have looked over the userbar guide a few times and I am still lost.

The Pokemon userbars are only handed out to winners/finalists of specific events. So you will have to keep an eye out for any of those events to try and get one. The last one to hand them out was the Pokemon GFX Contest.

The Pokemon ones have a few different categories. The posting ones are pretty straightforward, which you probably saw in the guide. You'll get your first one, the red Pikachu, when you reach 50 posts in non SPAM/trading sections. Then there are a bunch of others, you can only get by participating in events. Most recently there was the (you need an account to see links). There were 15 Pokemon bars for all entrants to pick from, and an additional 8 for the finalists. To be fitting with the reward, those ones had a lot of legendaries, including Lugia.
