I use an OLD ABer from a site that's basically dead now, and I got logged out. Cue fear... anyway, when I logged in on my actual browser I caught a glimpse of this page after hitting submit... I'm newly returning (to scripts/ABing) after some years, so Idk if this is something that's been around for a while or if this is something that's just popped up (maybe to do with the Beta rollout?).

Has anyone else seen this before? (I can trigger it again by refreshing at most pages).

That's part of the Cloudflare? (I can't remember which host they went through) protection, you shouldn't have any issues, although I wouldn't recommend using an old ABer, especially when there's a great new one on CK

This is fairly typical.

You will see it more when on a proxy or VPN.

It's StackPath, Neopets' meatfisted attempt to prevent automation.

If the bots or scripts you are using are not up to date I would certainly be concerned, but if you are just behaving normally, there is no need to worry.
