How does one get the cute pixel Pokémon and title on the very top of their bar? In between their username and userbars!

I believe you have to be VIP Lifetime. When I purchased mine I remember Joe saying something about it. (In regards to the little photo/animation above Userbars and People's names).
The animation is your own (or you find one online/have someone create it for you)

I believe at one point they said they were going to stop honouring that (purchasing VIP to get the animation), and then only making/giving them out to users for exceptional work, or something of the sorts, please don't quote me on that directly, i'm just a lurker. you may have to inquire a bit more into it, but I really don't think they're being done anymore.

It used to be given out to Lifetime VIP. What @(you need an account to see links) said was correct, it is only given out on rare circumstances now!
