All of your internet browsers will share the same internet connection = the same IP address.
You'll want to go to the source of your internet connection - probably a modem - and try turning it off. Wait 5 minutes, turn it back on.
Follow this guide for whichever internet browser you use to clear your cache:

Then try logging into Neopets and see if you receive the same error.

In this case it sounds like it may have been an issue on the Neopets server side.
But when you start running into funky issues with websites not loading or not loading properly, my go to is usually (in order):
- Restart browser (better?? no?? proceed on...)
- Restart router (still no?)
- Clear cache & cookies (last resort for me personally because I really hate being logged out of everything but if it's truly borked it's truly borked)
If you're ever truly IP banned, though, and you have a static IP address (your IP address is fixed by your internet provider and does not change no matter what) you may have to jump through extra hoops to circumvent Neopets' attempts to get rid of you.
I believe there are one or two guides here on that.. I'd have to hunt them down. It's a bit more tricky that's for sure.

It seems like its one of those things you have to try different solutions until it fixes. My solution a few years ago was just keep trying now and then until it worked..
