The Staff Tournament avatar doesn't require you to join AC, but to take part in the Staff Tourney after it ends so it doesn't matter. I am happy to have all of these avatars already! But, there is rumor on Neoboards that there may be a new avatar! Someone's 3rd cousin twice removed's brother's wife's step dad works for Neopets and and he told her that there would be at least 2 new avvies. How true this is seems pretty legit.
