Welcome to the community and welcome back to Neo! Altador Cup is probably my favorite event of the year, so yeah, you picked a good time to come back. Sign ups start sometime in May.
Charity Corner is a new-ish event. Basically the tl;dr is: donate high rarity items for points which can be spent for benefits/perks.
Since I'm guessing you're starting a new account, this will be kinda difficult to amass a lot of points. Rarity 90+ items are ones you'll want and will consequently go up in value in the coming weeks. That's why I collect random junk and dailies items all year long.

So on that page it tells you the general details and shows the NC portion of the event. (you need an account to see links) shows you the prizes, "perks" as they're called. So basically you get an entire list of perks that you can choose from. Every perk is worth a certain amount of points. The points you get are based on how many and the rarity of the items you donated during the donation phase. You can claim as many perks as you want as long as you have enough points, though some of them are one use only. Some of the perks are just whatever, but some of them are amazing. So if it's worth it is up do you entirely. We obviously don't know what the perks will be this year, but that link I pasted will give you a pretty good idea of what you can expect.
