Since it's on the premium toolbar, I'd imagine just premium users, although anyone who really wanted to try would be able to buy a month of premium to test it out.

Maybe they're trying to crowdsource their QA?

Either that or they really DO care about user input.

Or they want to give blatant evidence that they're working on HTML5 conversion.
