Proved? Yes, Ive hit the limit back when we were able to dupe BD items. Is it still currently the limit? Probably. Its been the limit for a long time, and I doubt they've changed it in the last few years.
Mysql INT only allows up to 2,147,483,647.

We don't have any reason to believe Neopets would have found a superior way to store their data.
