my refresh quest boon did not work at all this whole event. oh well.

It works, you just have to wait until the next day to see the changed quest.

Meaning if you had a fire faerie quest and refreshed, it would continue to show as a fire faerie quest until midnight NST. Then it would automatically change type. You would still get another quest that day after you finished the refreshed quest as well.
