How do you run command as administrator ?

i have been looking for a good Auto Pricer since i had win7 installed a year ago. I stopped playing NP because i go so bored of pricing 100's of items myself. This program looks great but it is not working and i feel i have tried all that is mentioned above.
I downloaded the stealth buyer pro and I keep getting "Component prjchameleon.ocx or one of its dependencies not correctly registered: a file is missing or invaled.
What do I do?

I'm a little confused as to how vb6 Runtime works.... I downloaded it and ran it and it said to choose a place for extracting something.... what am I supposed to choose for that?
Like I downloaded everything it still says I need that prjChameleon even tho I already got it like I wish there was a step by step of what to do
