    Computer Build/shutting down Question

Hey everyone. So I recently completed a fresh new build. But I'm having some problems that I absolutely cannot figure out a solution for, and I'm looking for advice I guess on the best rout to take to solve it.

    my build consists of:
    Motherboard: ASRock H110M ITX/ac
    Ram: Team Dark 16gb (2 x 8gb) 288pin DDR4 SDRAM
Video/Graphics: Radeon RX 480 8 gb Graphics Card
(you need an account to see links)

I also have a small ssd plugged in to just have windows and basics installed.

    My problem is this:
I go to shut down windows. Windows shuts down. The monitor shuts down. The keyboard LEDs turn off. The mouse turns off.
What doesn't turn off: CPU heat sink fan, graphics card fan, chasis fan, chasis LEDs, ethernet LEDs. I have to hold down the chasis power button for a couple of seconds for everything to fully turn off.

I've searched high and low on the internet for solutions. Most usually end up with people buying a new motherboard or power supply. I just have a hard time believing that I can't fix this on my own.

I've updated the BIOS, i've unplugged the CMOS. I've manually installed every driver needed I'm pretty sure for everything. Done windows updates.Tried every trick of changing power settings. I even fully took it apart and rebuilt it again. I can't get my computer to fully shut down.

If you guys have any other suggestions I would try anything. I read somewhere that looking at your activity log and seeing if there are any errors could find a solution. I have found errors but the codes don't really make sense to me and I'm not quite sure what they mean. If any of you have experience and could tell me if it's for sure the motherboard or power supply. The micro center i purchased the motherboard at is now a couple hours away since I went back to school. I really don't want to make the drive to return it -_-;;;; *sigh* the struggle is real yall

would it be a problem if I just dealt with having to push the chasis power button to fully shut down after windows shuts down? is it harmful in anyway to the components? I think I would rather just deal with this than drive 3 hours each direction to return the motherboard tbh LOL.

I have never heard of this before... Have you tried searching "motherboard does not shutdown with computer" or something like that?

Yep. I've tried about 15 different suggestions that I've found from searches like that xD I'm looking more into my graphics card right now. It seems the latest drivers are pretty unstable and causing issues so I'm hoping maybe if I roll those back it would help.

Yeah I strongly recommend rolling back all drivers if you have to.

Just did and no dice :/

edit: event log doesn't seem to be related to my problems. *le sigh*

if it doesn't hurt my computer to have to hold the power button to power off the motherboard then i might just leave it..
