Probably so they could trade the pet they bought from someone who wasn't nice enough to give them guidelines on how to get pets pc ready.

They do it to try and make sure it's legit so they won't get frozen for it but..
Sending a ticket in usually gets them frozen.

Yeah, if you ever get a uc from the pound or other means.. just keep it quiet for a while and you'll be fine. TNT doesn't care about pound catches. The further under your radar you are, the better.
