Receiving a text should always be free.
Sending a text is what might charge you.
It all depends on your phone carrier, so you should be asking them this question for a better answer.

Most plans now have unlimited texting so you will not be charged. But go over your own plan to see.
It's just like any other text. If you're texting people all day you probably won't notice another text from microsoft or another company to secure your account. If you have one of those pay as you go or preloaded phones, it would cost for that.
There are a number of apps out there that let you accomplish this for free though. One of them, that I have personally used, is called TextNow.
