On October 7th, the news was updated to read: "Calling all collectors! The Neopian Post Office will soon be releasing a special stamp inspired by Hannah and a never-before-seen Brucey B. Avatar. Stay tuned!" This sparked a lot of excitement along with confusion. Users were quick to point out that while the news says avatar, and it looked like a stamp collector avatar, it was uploaded as an item image (same as the Hannah Stamp), rather than following the avatar image format. Another mystery is that all previous stamp collector avatars were based on a previously-existing stamp in the album to collect, but there is no such Brucey B stamp (yet). I wouldn't get too caught up in the image - that was uploaded for the news so it would be easy to see, it isn't the actual avatar image! As for your other questions, you'll just have to wait and seeeeee.
