I guarantee - the new UCs will be unlocked by a mechanism within or adjacent to the lab ray, where you get n number of zaps of the UC ray to get a randomised UC Faerie. I really hope this isn't the case!! I know they mentioned it being a "ray" before but in the livestream they mentioned it was a "token" as to not confuse it with a paint brush. Plus the fact that they said you can put it on a pet and take it off makes it seem more like a wearable. I don't put it beyond them to make it like a mystery capsule though.

My best guess is that it will be an item you buy, but each is specific and you can only use it on a pet thats already painted that color
