Is there ANY way you could get one of your parents credit cards? You won't have to use it, just input it in to move the money, then remove the card.

Try convincing your parents to help you set up a checking account at the bank so you can learn to manage your own money. After you get that set up, link it to your paypal. I did something very similar to this a couple years ago and it worked like a charm.
Some people use virtual bank accounts to add onto their paypal accounts. I believe it lifts your sending limit aswell.
