That is correct. You either have to purchase VIP or be the rank that is required. You have to work your way for programs.

If you installed it from another website, it shouldn't work anymore/doesn't work anymore.

Yeah for some reason the part where you put in how much rep you want to give isn't showing.. we will be fixing this issue asap, most likely tonight.
