You're using your own rep power to rep someone. It depends on your rep power as to how much you can rep someone (though there's a maximum +5 rep by anyone except for staff), but repping someone doesn't take away from your rep or anything. It just adds onto theirs. And you can only rep a limited amount of times per day.
