The way I see it is, most members only have 1 Rep Power so they can give out 1 Rep even though some works deserve more.
I see this a lot in the GFX Request sections. A lot of siggys are made that take a long time and it's unfair that these people only get 1 Rep

I'm always tempted to give users a few rep points here, especially if they make an excellent point backed with many sources.
Not sure if it's allowed though.
