Restocks are now random , which means the shops will restock at any time during the day !
But , one good advice i can give is always check the Food Shop first , because its the first shop that gets Restocked .

So to clarify, the thing people keep finding helpful, ie. the Shrine times, is wrong. I despair sometimes, I really do.
The shrine times are i'm pretty sure.Although probably worth bearing in mind that none of those things are true.
