Hello! this group is named "March Madness" and the UB/PG is unlocked when you place in the top 4 (I believe) of Great White North's Pokemon contest she hosts around March each year. That event is the one where you'll have to vote which Pokemon would beat the other for about 2 weeks or so, and if you place high enough, you'll be rewarded with the UB.
