Not sure if this is what you're looking for, but there's Infamous Joe's Mass E-Mail Checker.
I'm not sure if it checks account availability though; the description says "This program sifts through all inputted emails and tells you which one is linked to a Neopets account." Must be clraik rank or higher to download, though, I believe.
I haven't seen the premium programs so I'm not sure if there's something different there.

He's looking for something similar like the yahoo availability checker when you sign up. When you make an account, you can check to see if the username is in use or not.
