The Pok�mon Master userbars come from a different event than the Pok�mon Showdown ones. There has only been one Pok�mon Showdown tournament so far, but the Pok�mon Master event happens every December. :)

For ps/psd? There isn't (as far as I know) so nope.
a.k.a. stalk that section every now and then ;) (?)
There's usually an announcement before each event starts though...
