I read about this and gave it a try using Rainer (my town is full of rock/ground/fire types). Sure enough, I got Vaporeon. Seems to be confirmed.

Supposedly, it only works the first time. Anytime after that, it goes back to being random.

Can confirm this only works the first time you try it. The first time you rename an Eevee with the respective name for your desired evolution, it'll work. After that, it is the same random chance Kylae
