This is correct; season 3 rewards have locked. When season 4 begins, the ELO system will do a "soft" reset, which will basically bring everyone a few divisions closer to MMR = 1200 (the mean). The system is not a complete reset, so most of the effort put towards improving ranking will not be lost.

there is no point in boosting unless end of season rewards are coming out, otherwise you will just go down a rank if you don't maintain your status. Plus $4 per game is too expensive.
