[BUYING] C++ Game Prototype

I need a basic break down of the first level of a game, using place holder graphics. I need to be able to make a square walk, run, attack, and jump platforms.

Pretty simple right?

I need a GUI so that I can select "start game" and "exit"
Nothing flashy.
