Well, I'd advise you to start out by reading the official clraik rules and ranks.

The ranking is important if you decide to use the program as it requires a certain level of authorization. Example, 50 post and 6+ day registered in order to attain the clraik rank.

As for the programs, i would advice you to look into the public programs available such as Majin Send Score program and Mike's Simple Autobuyer program. This will start you off small, you can read the guides in the Neopet Guide section on information such as IP/Proxies and how to avoid getting caught cheating.There is a inherent risk of getting banned because of playing the game unfairly.

If you want the really AWESOME programs, the one made by Infamous Joe, you can contribute to the forum by becoming a VIP member! Being a VIP member gives you access to ALL of the programs and in the VIP section, a lot of deals and information is shared only to those special members.
