Anyone know where to get an neopet email program?

I have a program that sorts through tons of hotmail accounts and checks their availability for creation..
but now I need one to tell me which ones are, in fact, connected to neo accounts.
I know Joe has one but it's not available yet nor can I be sure it will ever be available again. :p
so does anyone know where I can download one ?

I hate trying to find unreg emails. It's the most boring thing ever; even with these programs XD
