I think that maybe they're finally giving people the benefit of the doubt. There really is no way of knowing whether a pet is legit/illegit unless you actually see a paypal transaction and messages between seller and buyer (even if all the signs point to a pet being illegit, there's no actual evidence that it is beyond the paypal transaction, etc.) This is honestly the best way to do it if they want to enforce their rules without making unfair assumptions - the account the pet was taken from may have been compromised/illegit, but you aren't necessarily, so if you did buy the pet well you no longer have it, and if you didn't then you're just unlucky (but your account isn't iced.)
I approve, though of course I don't want them interfering with the UC pet/s I've bought...
