You mean tell someone here? Like pay for their trading services and they offer own pets in order to get the one you want?
If that's what you mean I guess it's pretty risk free - you'd just have to cover the cost of the pet the person here had to trade in order to get your desired pet onsite on Neo...

but make sure they trade with the person a secured pet?
It just came to me that someone could trade some illegit,uncached pet and bam frozen

Personally, it sounds like a lot of work, a lot of potential for finger pointing, and scam disputes.
Find someone reputable to do it with you, discuss all details and actions to take in case of failures.
Eg.:
-Who will pay first? Will they run if you go first?
-What if the middle-trader gets frozen and loses their original/acquired pets? Do you still pay?
-If you get the pet but is later frozen, who's at fault, and will there be any re-imbursement?
